Teletext
A photo as a page of teletext, in eight colours. Each cell is a 2 by 3 block of mosaic pixels in one foreground and one background colour. Colours only change through control codes, and each code takes a cell of its own, as on a real page. Every row is solved for the closest picture those rules allow.
